Project Overview

The N.C. Department of Transportation is proposing improvements to modernize approximately 10 miles of Malcolm Boulevard/Connelly Springs Road from U.S. 70 in Burke County to Southwest Boulevard in Caldwell County. Incorporating intersection improvements, access modifications, and the addition of multi-modal elements will enhance traffic flow and improve safety along the project corridor.

When NCDOT Project R-3430 was federally funded in 2009, an Environmental Assessment was completed and a public hearing was held for improvements from Dry Ponds Road to Southwest Boulevard. The project was removed from the State Transportation Improvement Plan (STIP) and work was paused. Project development resumed in the Spring of 2018 with updated project limits.  An additional public comment period was held in 2021. Since that time, the project has been divided into three sections:

• R-3430A: U.S. 70 to the Catawba River (Currently unfunded)
• R-3430B: Replace the Castle Bridge over the Catawba River
• R-3430C: Catawba River to Southwest Boulevard (the subject project of this webpage)

R-3430C:

The R-3430C project is included in the 2026-2035 STIP as two separate projects:

• R-3430CA, which extends from the Cajah Mountain Road to Southwest Boulevard, and
• R-3430CB, which extends from the Catawba River to Cajah Mountain Road.

NCDOT is preparing an updated traffic forecast, traffic analysis, and safety analysis to evaluate future conditions and to identify an alternative that best meets the project purpose and need. Following environmental studies and a renewed public engagement effort in the Fall of 2026, a Preferred Alternative will be identified.
