Project Pipeline is a performance-based planning program to identify cost-effective solutions to multimodal transportation needs in Virginia. Through this planning process, projects and solutions may be considered for funding through programs, including SMART SCALE, revenue sharing, interstate funding and others.

Background

A 2021 study recommended a Diverging Diamond Interchange (DDI) for the 5th Street and Interstate 64 interchange. However, a SMART SCALE application for that project, which included a shared-use path, was too expensive to be funded at that time.

This new Project Pipeline study is re-evaluating the corridor, particularly the shared-use path, to develop more cost-effective solutions in conjunction with the DDI. The goal is to create a more competitive application for SMART SCALE funding.

This Phase 2 survey is intended to gather public input on the refined alternatives.
