Project Pipeline is a performance-based planning program to identify cost-effective solutions to multimodal transportation needs in Virginia. Through this planning process, projects and solutions may be considered for funding through programs, including SMART SCALE, revenue sharing, interstate funding and others.

Background
The purpose of this study is to identify project recommendations for the Route 694 (Ira Hoffman Lane) corridor from Route 229 (Rixeyville Road) to U.S. 15 Business (Brandy Road) in the county and town of Culpeper. This study will focus on improving safety and multimodal (bicycle and pedestrian) connectivity.
During Phase 1, the study team developed alternatives to address the identified safety (roadway, bicycle, and pedestrian) and traffic operations issues in anticipation of future population growth. This Phase 2 survey aims to gather input on the alternatives under consideration to address the issues identified by the study team. The study team will use the feedback obtained from the survey to inform study partners on public sentiment about each alternative. Safety, traffic operations, pedestrian improvements, cost, and public sentiment will all contribute to the selection of the recommended preferred alternative. The project recommendations that come from this study will be developed into funding applications for VDOT's SMART SCALE program and other transportation funding programs.
