Bowers Hill Study DEIS Public Hearing
Welcome to the Virginia Department of Transportation’s (VDOT) public hearing on the Bowers Hill Interchange Improvements Study Draft Environmental Impact Statement (DEIS). The study is being conducted to comply with the National Environmental Policy Act (NEPA). This public hearing is being held to share the DEIS and supporting technical documents along with gathering input from the public.

This study evaluates options to improve the Bowers Hill I-664 Interchange in the cities of Chesapeake, Suffolk and Portsmouth. The Bowers Hill Interchange Improvements Study covers the junction of I-664, I-64, I-264, U.S. Route 13, U.S. Route 58, U.S. Route 460 and VA Route 191 (Jolliff Road), as well as seven miles of I-664 to College Drive (exit 8A).
The Preferred Alternative would include the addition of one managed lane and a part-time drivable shoulder in each direction of I-664, improvements to the Bowers Hill Interchange and consideration of improvements to other interchanges within the study area. The Preferred Alternative best meets the study's Purpose and Need while balancing costs and impacts. The addition of one managed lane and one part-time drivable shoulder is also consistent with the improvements underway for the Hampton Roads Express Lanes network.
