In February 2025, the Town of Apex acquired approximately 13 acres of land with the intention of developing a purpose‑built, vibrant mixed‑income, mixed‑tenure, and mixed‑use community. This initiative represents a significant public investment aimed at promoting inclusive growth, housing diversity, and long-term neighborhood sustainability.
As part of the planning process, the Town is conducting a comprehensive evaluation of the site to explore key issues and opportunities related to transportation access, transit connectivity, compatibility with existing residential development, and the broader impact on the surrounding community.
The objective is to ensure that the development is both responsive to community needs and aligned with long-term planning goals.

Project Purpose
The Town of Apex is exploring the potential for a mixed-income, mixed-use development on 13 acres of town-owned land on South Hughes Street (near Perry Road). The site purchased in February 2025, to create long-term affordable housing.
This project is intended to help address Apex’s need for affordable housing and is envisioned to explore a mix of pedestrian‑friendly housing types, including rental, single‑family attached, and single‑family detached homes. The site’s location near existing neighborhoods, services, and transit provides an opportunity to enhance connectivity and accessibility.
Pending Partnership
The Town of Apex is exploring a partnership with NeighborUp (merger of Dorcas Ministries and Western Wake Crisis Ministries) which supports individuals and families experiencing financial hardship, including housing instability and food insecurity. Their proven approach combines emergency assistance to resolve immediate crises with wraparound support to promote ongoing security. Services include rent or mortgage assistance; help with utilities, childcare, and emergency expenses; holistic case management; workforce development opportunities; and referrals to trusted community partners. Clients can access free groceries through two client-choice food pantries or shop for discounted essentials at the Dorcas Thrift Shop. Rooted in dignity and respect, their client-centered model fosters resilience, self-sufficiency, and lasting stability.
NeighborUp serves low to moderate-income residents across eight municipalities in southern and western Wake County. NeighborUp is sustained through a combination of philanthropic support, thrift store revenue, volunteer engagement, and community partnerships. NeighborUp is exploring opportunities to replicate its Cary service hub model on the Hughes Street site here in Apex.
