As the Park Plan is adopted and initial funding is secured, the next step is to obtain additional funding to develop detailed design and construction drawings, paving the way for construction to begin.

Site Specific Plan Adoption

As community engagement ended and a final draft of the site plan was developed, projected costs were defined. The plan proposed a phased approach that will make the project more achievable financially. The Plan would then be presented to the Parks and Recreation Advisory Board to provide feedback and a recommendation. Following a recommendation by the Parks and Recreation Advisory Board, the plan would then presented to the Board of Commissioners for feedback and adoption. 

Having a site master plan allows the Town to plan financially to meet the community's recreational needs. A plan is also necessary to competitively seek funding from other sources. 

The Parks and Recreation Advisory Board was presented, and subsequently recommended for adoption by the Zebulon Board of Commissioners, of the Zebulon Community Park Site Specific Master Plan at their meeting on October 20, 2025.  It was then presented to the Board of Commissioners at the November 3rd, 2025 Board Meeting where they voted unanimously to officially adopted the Zebulon Community Park Site Specific Master Plan.

About the Plan

The Master Plan for Zebulon Community Park is a site-specific master plan based on recommendations from the 2021 Zebulon Parks and Recreation Master Plan, as well as the follow-up "How We Play" effort in 2023. Addtitionally, the site plan takes into consideration the need for concentrated multipurpose athletic field spaces and a potential relocation of the baseball diamonds to a different, yet to be determined, location in Zebulon. This site plan provides the community the opportunity to reimagine the Town's largest park in order to meet the needs of the growing community. 

The tasks associated with this plan include developing concept alternatives, holding public workshops to obtain input, refining a final concept, and developing cost estimates and phasing that will help the Town move forward with design and construction.

Plan Kickoff and Engagement: 

We launched the Park Plan project at Friday, September, 12th from 6 PM to 8:30 PM at Rock the Block on Horton Street. We had have information about the project and will be getting feedback from the community. 

In Person Public Engagement Opportunities:

On Monday, September 22nd from 4 PM - 6 PM, a public workshop will be taking place at the Zebulon Community Center (301 S. Arendell Ave). Join us to learn about the project and to give us your ideas! 

We will be set up at the Gill Street Cookout & Coat Drive Distribution (600 N. Privette St.) on Thursday, September 25th from 5 PM - 6:30 PM. Grab a coat and a hotdog, and then let us know your thoughts on this project!

Join us for our last in-person opportunity at Outdoor Movie Night on Friday, September 26th from 6 PM - 8 PM at Five County Stadium (1501 NC 39 Hwy). Come to learn about these planned improvements and to give us know your ideas, and stay for the movie!

How We Play: Master Plan Check In

How We Play was an evaluation and engagement initiative consistent with the Play Zebulon: Parks and Recreation Master Plan to study how our community uses our parks and play spaces so we can create the recreational experience our town deserves. This process took place in the Fall of 2023.

How We Play allowed us to check in with our growing community and confirmed that Play Zebulon remained consistent with community needs.

Master Plan Adopted

The Parks and Recreation Master Plan, Play Zebulon, was adopted by the Board of Commissioners September 13, 2021. The plan identified renovation of Community Park and expansion of amenities as priorities for the Parks and Recreation Department. Click here to view the Master Plan.
