Project Pipeline is a performance-based planning program to identify cost-effective solutions to multimodal transportation needs in Virginia. Through this planning process, projects and solutions may be considered for funding through programs, including SMART SCALE, revenue sharing, interstate funding and others.
The purpose of this study is to analyze the operational and safety issues identified at the intersection of South Military Highway (Route 13/Route 460) and George Washington Highway (Route 17), with a focus on providing enhanced bicycle and transit access, safety improvements, and congestion mitigation. The intersection has a high number of angle crashes and three pedestrian crashes were reported between 2018 and 2022. One cyclist fatality occurred in 2019. The objective of this study is to identify cost-effective preferred improvement alternatives that address the documented needs.

Background
This Phase 2 survey is intended to obtain public input on the alternatives under consideration to address the issues that were identified by the study team and through the Phase 1 survey that was conducted in August through September 2023. In general, most of the respondents to the Phase 1 survey ranked reducing traffic congestion and corridor safety/intersection safety as the two most important issues in the study area. Speeding/aggressive driving and lack of sidewalks/missing sidewalks were identified as the greatest safety issues.
Common themes among written comments included the following:
- People run red lights due to insufficient green time for left turns
- Flashing yellow arrows cause people to sit in the middle of the intersection
- Consider closing feeder roads because they are confusing and cause safety issues
- Need additional left turn lanes
- Consider closing South Military Highway access from Deep Creek Boulevard
- Merging is difficult
- Flooding and drainage issues exist throughout the study area
- No infrastructure exists for cyclists and pedestrians to cross the street
