Project Pipeline is a performance-based planning program to identify cost-effective solutions to multimodal transportation needs in Virginia. Through this planning process, projects and solutions may be considered for funding through programs, including SMART SCALE, revenue sharing, interstate funding and others.
The purpose of this study is to analyze the safety and multimodal access issues identified at the interchange of South Military Highway (Route 460/Route 13) and Bainbridge Boulevard (Route 460/Route 166) between the Gilmerton Bridge and I-464 ramps, with a focus on providing enhanced bicycle and transit access, transportation demand management (TDM), and safety improvements. This interchange has a high number of angle crashes and rear-end crashes. One bicycle involved crash was reported. The objective of this study is to identify cost-effective preferred improvement alternatives that address the deficient conditions and prioritize safety for vulnerable users.

Background
This Phase 2 survey is intended to obtain public input on the alternatives under consideration to address the issues that were identified by the study team and through the Phase 1 survey that was conducted in August through September 2023. In general, most of the respondents to the Phase 1 survey ranked reducing traffic congestion and corridor safety/intersection safety as two most important issues in the study area. Speeding/aggressive driving and lack of sidewalks/missing sidewalks were identified as the greatest safety issues in the study area.
Common themes among written comments included the following:
- Area is unfit and dangerous for pedestrian or bicycle travel; however, people walk alongside the roads because there is no alternative walking or bicycle route
- Poor road conditions, including degraded/uneven street surface and non-visible lane markings
- Difficulty merging
- Lack of turn lanes
- Sudden stopping and rear-end crashes
