Welcome to the Phase 2 Survey for the Route 17 Project Pipeline Study
(Cook Road to Denbigh Boulevard)
This survey asks for your input on several different improvement concepts to improve safety and preserve capacity at four intersections along Route 17 in York County. Your input will help the study partners determine a preferred concept and whether to pursue future funding opportunities.
This study is part of Project Pipeline, a performance-based planning program to identify cost-effective solutions to multimodal transportation needs in Virginia. Through this planning process, projects and solutions may be considered for funding through programs, including SMART SCALE, revenue sharing, interstate funding and others.

Background
The purpose of this study is to identify project recommendations to improve safety and preserve capacity on Route 17 (George Washington Memorial Highway) from Cook Road to Denbigh Boulevard in York County. The project recommendations that come from this study will be developed into funding applications for Virginia's SMART SCALE program and other transportation funding programs.
The analysis in Phase 1 revealed safety issues including speeding and high rates of injury crashes. Rear-end crashes are the most prevalent crash type, followed by angle crashes, and fixed object off-road crashes. Operational issues include long back-ups at intersections, especially at the intersection of Route 17 and Fort Eustis Boulevard. Future traffic volumes are projected to increase, which will increase delays and worsen congestion.
In September 2023, over 600 people responded to the Phase 1 survey to identify needs and issues in the study area. Reducing traffic congestion and corridor safety/intersection safety were ranked as the two most important issues in the study area, while speeding/aggressive driving and running red lights were identified as the greatest safety issues.
The study team developed and tested several improvement concepts that have potential to address the issues identified. This Phase 2 survey presents several different concepts at four intersections, and asks participants to rate each concept. The study work group will consider your input in the selection of a preferred concept for each intersection. Estimated time to complete this survey: 20-40 minutes.
