As the City of Hampton's prime shopping district, Coliseum Drive and Mercury Boulevard have long been sources of congestion and pedestrian conflicts. The study area includes Coliseum Drive and Mercury Boulevard between Hampton Roads Center Parkway and Armistead Avenue. This study will focus on improving roadway and pedestrian safety, mitigating congestion, multimodal accessibility/connectivity (bicycle, pedestrian and transit), and transportation demand management (TDM) needs. It is intended to assess mid-term to long-term challenges/opportunities and will identify project recommendations that can be advanced for federal, state and local funding opportunities.
This brief survey will provide the study team with valuable context on existing transportation issues in the corridor so that they can be analyzed and addressed in the study.
Project Pipeline is a performance-based planning program to identify cost-effective solutions to multimodal transportation needs in Virginia. Through this planning process, projects and solutions may be considered for funding through programs, including SMART SCALE, revenue sharing, interstate funding and others.
