Project Pipeline is a performance-based planning program to identify cost-effective solutions to multimodal transportation needs in Virginia. Through this planning process, projects and solutions may be considered for funding through programs, including SMART SCALE, revenue sharing, interstate funding and others.

Background

The purpose of this study is to identify project recommendations for the Mooretown Road (Route 603) and Lightfoot Road (Route 646) corridor between East Rochambeau Drive and north of Richmond Road (Route 60) in York County. The Lightfoot Road interchange has increased usage with housing, recreational and shopping developments. This study will look at ways to improve the traffic flow in this area, as the route from the interchange to Richmond Road and other shopping areas is not direct, creating several congested intersections. This study will focus on improving roadway and pedestrian safety, multimodal accessibility/connectivity (bicycle, pedestrian and transit), and Transportation Demand Management (TDM) needs. The project recommendations that come from this study could be developed into funding applications for VDOT's SMART SCALE program and other transportation funding programs.

This Phase 2 survey is intended to obtain public input on the alternatives under consideration to address the issues that were identified by the study team.
