STARS US-360 (Hull Street Road) Corridor Study
This STARS (Strategically Targeted Affordable Roadway Solutions) study is evaluating operational and safety conditions for vehicular, bicycle, pedestrian, and transit modes of transportation in order to develop improvement alternatives that will address public concerns and regional transportation needs. The study will generate an Operational and Safety Analysis Report which will examine existing, interim, and future congestion and safety issues along the corridor.
The study corridor (shown in Figure 1) is approximately one mile of US-360 (Hull Street Road) in the City of Richmond and Chesterfield County between Turner Road and Elkhardt Road which includes the VA-150 (Chippenham Parkway) interchange. In this area, Hull Street Road is a 6-lane divided roadway classified as Other Principal Arterial. The Annual Average Daily Traffic (AADT) within the study corridor ranges from 25,000 to 41,000 vehicles per day (vpd) along US-360. West of Chippenham Parkway, the AADT is approximately 41,000 vpd, while the AADT is approximately 25,000 vpd east of Chippenham Parkway. The AADT along Chippenham Parkway is approximately 83,000 vpd within the study area.
The land use surrounding the study corridor is zoned as community mixed use, commercial, and corporate office/research and development/light industrial. River City Middle School is located at the far east end of the corridor.
