The purpose of this transportation study is to determine the feasibility and benefits of converting the existing grade-separated intersection of NYS Route 96 and NYS Route 14 in the Town of Phelps, Ontario County, to an at-grade intersection. The goal of this round of outreach is to present the draft alternatives created based on the initial phase and to seek public input and comment, which will be included in the final report. Study Purpose
The interchange will soon reach its useful design life and therefore needs to be replaced. The need for replacement has led to a study assessing whether replacement is the best option and identify other viable alternatives.
Study Goals
- Reduce short- and long-term maintenance costs
- Free up excess land for ecoomic development opportunities
- Rightsize infrastructure
- Improve access for all modes of travel
- Provide a gateway into the Region

- Difficult to navigate for non-regular users
- Uncomfortable for motorcyclists and bicyclists
- It feels out of place and is not aesthetically pleasing
- There is constant standing water and flooding issues underneath the railroad bridge
