The Upper I-5 Comprehensive Multimodal Corridor Plan (CMCP) in Orange County is a long-range transportation plan for a portion of the I-5 freeway. It will cover I-5 from from Red Hill Avenue in the City of Tustin to the Los Angeles County line.
What We Are Doing
Caltrans District 12 is developing the Upper I-5 Comprehensive Multimodal Corridor Plan (CMCP) to improve how people travel through northern Orange County. This plan focuses on a 15-mile stretch of I-5, from Red Hill Avenue in Tustin to the Los Angeles County line, covering key cities including Tustin, Santa Ana, Orange, Anaheim, Fullerton, and Buena Park.
Why This Matters
I-5 is more than just a freeway—it’s the backbone of Orange County’s transportation network. Every day, thousands of residents, businesses, commuters, and visitors rely on this route to reach homes, jobs, schools, and entertainment. But with growing traffic and changing transportation needs, we must plan for the future.
The CMCP is a long-term strategy designed to make sugggestions to ease congestion, improve safety, and create better travel options for everyone—whether you drive, take the bus or train, bike, or walk. It also considers important factors like economic growth, environmental sustainability, and equity to ensure transportation improvements benefit every community.
