STARS I-95 at Route 54 Alternatives
This study examines the Interstate 95 (I-95)/England Street (Route 54) interchange, England Street/East Patrick Henry Road (Route 54) corridor between Woodside Lane and South Washington Highway (Route 1), and the South Washington Highway (Route 1)/England Street (Route 54) intersection. The study area is in the Town of Ashland within Hanover County in the state of Virginia.
I-95 serves as a primary travel route for traffic traveling to/from the north and south along the east coast of the United States. Route 54 is the primary corridor into the Town of Ashland from I-95. The purpose of the study is to evaluate transportation needs in the area due to anticipated growth and future development potentially causing the I-95 at Route 54 interchange to become overcapacity in the future years.
To address these operational and safety concerns, alternative interchange and intersection design improvements have been analyzed using the Intersection and Interchange Control Assessment Program (iCAP). As a follow-up to the first survey held in November 2023 to identify the needs of this corridor, VDOT created a second survey to solicit feedback on the potential solutions to reduce congestion and improve safety in the future within the study corridor.
