STARS I-95 Exit 78 Study
STARS I-95 Exit 78 Study
This STARS (Strategically Targeted Affordable Roadway Solutions) study assesses potential safety and operational improvements for the I-95 Exit 78 (Arthur Ashe Boulevard, Hermitage Road, Robin Hood Road) area in the City of Richmond, Virginia. The study area includes the overlap section of I-95/I-64 from the Bryan Park interchange to the Belvidere Street interchange, as well as the surface street system within the vicinity of Exit 78, including Arthur Ashe Boulevard, Robin Hood Road, Hermitage Road, and Laburnum Avenue.
Under existing conditions, high traffic volumes along the freeway and adjacent arterial facilities create operational and safety concerns. Additionally, the City’s “Diamond District” is proposed for a major redevelopment which will create significant additional trips throughout the study network. The purpose of this study is to develop a series of medium and long-term solutions to address congestion and safety issues, and identify potential changes to interchange access points as necessitated by future capacity needs.
