Caltrans District 11 is preparing the Camino Capistrano Segment 5 Connectivity Enhancement Feasibility Study to evaluate improvement alternatives for the existing pedestrian undercrossing beneath I-5 near San Luis Rey Drive in Oceanside. The study will consider ADA-compliant pedestrian and bicycle access, multimodal connectivity, user comfort, and improved connections to nearby neighborhoods, trails, harbor, and coastal destinations.

Plan Description:
The study in the City of Oceanside focuses on the existing approximately 0.10-mile pedestrian undercrossing beneath Interstate 5 near Camino Capistrano and San Luis Rey Drive, north of the San Luis Rey River.
The undercrossing provides an important non-motorized connection across I-5 and links nearby neighborhoods with the San Luis Rey River Trail, Oceanside Harbor, Harbor Beach, local streets, commercial areas, and other coastal destinations.
Project History and Background
The undercrossing was previously identified in the North Coast Corridor Environmental Impact Report/Environmental Impact Statement as Oceanside Community Enhancement No. 8, “Pedestrian Underpass Improvements north of San Luis Rey River.”
The environmental document identified potential improvements such as sidewalk widening, ADA-compliant ramp connections, improved lighting, landscaping, and public art. This feasibility study is now evaluating which improvements may be practical and should move forward into a future project phase.
Why This Study Is Needed
The existing undercrossing has accessibility and usability limitations, including stair-only access on one side, steep approach grades, limited lighting, aging infrastructure, and constrained travel areas.
These conditions can make it difficult for people walking, bicycling, or using mobility devices to comfortably and safely access the crossing.
What Caltrans Is Studying
Caltrans is evaluating alternatives to improve ADA access, pedestrian and bicycle connectivity, lighting, comfort, and the overall user experience.
Potential improvements may include accessible ramp or pathway connections, sidewalk or pathway widening, lighting, wayfinding, pedestrian and bicycle signage, protective barriers, landscaping, and public art.
The study will develop and compare alternatives, evaluate existing constraints, prepare design information and cost estimates, and identify a recommended concept. It will not produce final design or construction documents.
How We’re Engaging the Community
Caltrans is seeking input from residents, pedestrians, bicyclists, persons with disabilities, recreational users, partner agencies, and other stakeholders.
Public feedback will help the project team better understand current concerns, ADA access needs, lighting and comfort issues, and priorities for improving connections to nearby streets, trails, neighborhoods, and coastal destinations.
