The Fresno County Extreme Heat Analysis and Shade Adaptation Plan addresses extreme heat in Fresno County, with a focus on residents who rely on walking, bicycling, and public transit. This comprehensive initiative includes an extreme heat vulnerability analysis to identify priority areas for projects based on risk and exposure factors. 

The Fresno Council of Governments is leading this project with collaboration from local governments, community organizations, public health agencies, transportation advocates, and residents—particularly those from disadvantaged communities. Public involvement is critical to the plan's success, with opportunities for engagement including pop-up events, virtual workshops, and community surveys. 

The project, launched in earWords Extreme Heat over a thermometerly 2025, is expected to be completed by the end of 2026. Once finalized, the plan will inform General Plans and other long-range planning documents across Fresno County, while also guiding the design of future transportation infrastructure. It will identify specific tree canopy and vegetative cover projects that can be incorporated into future capital improvement projects, with local jurisdictions able to apply for funding to implement these recommendations. 

The vulnerability analysis will identify high-risk areas by examining factors such as transit dependency, projected temperature increases, existing health conditions, current tree canopy coverage, socioeconomic factors, and pedestrian/bicyclist traffic patterns. Fresno County traditionally experiences warm temperatures, but climate change is increasing the frequency and severity of extreme heat events, putting many vulnerable residents at risk of heat-related illnesses. 

Extreme heat has serious health implications, particularly in Fresno County where disproportionately high rates of diabetes and cardiovascular diseases increase susceptibility to heat-related illnesses. The plan addresses environmental justice by focusing resources on communities that have historically experienced disproportionate environmental and health burdens, aiming to reduce inequities in climate adaptation through targeted shade improvements.
