HL-0051 - Jones Franklin Road Intersection Improvements
NCDOT is proposing improvements on Jones Franklin Road at Athens Drive in Raleigh.

Project Overview
The North Carolina Department of Transportation proposes to make intersection improvements on Athens Drive at Jones Franklin Road in Wake county. This project will add a left-turn lane on Athens Drive and southbound Jones Franklin Road (S.R. 1319) and a sidewalk on the east side of Jones Franklin Road. This project is needed to allow the intersection of Jones Franklin Road and Athens Drive to continue to function at an acceptable level of service and to better accommodate pedestrian and bicycle needs. Motorists turning left to and from Jones Franklin Road will have their own dedicated lanes, meaning thru-traffic will not be delayed. Also, the intersection area will be safer for pedestrians and bicyclists. The project will not require a detour route, and existing traffic patterns will be maintained throughout the construction period.
The project also includes a 10’ multi-use path on the west side of the roadway.
In the Fall of 2024, the project study area was expanded because the drainage design expanded the project down Lundy Drive which was not included in the original study area.
Project History
The project is one of many traffic and pedestrian and bicycle safety improvements contained in the N.C. Department of Transportation’s current (2024-2033) State Transportation Improvement Program.
