D12 Reconnecting Our Communities Study
The Caltrans District 12 Reconnecting Our Communities (ROC) Study is an initiative that identifies opportunities to reconnect neighborhoods divided by transportation infrastructure and to improve safety, accessibility, and equitable access for all modes of travel.
The Study focuses on targeted areas within Anaheim, Buena Park, Costa Mesa, Garden Grove, and Huntington Beach where data and community input have identified challenges related to safety, access, and getting around. Through collaborative planning, data analysis, and community dialogue, the Study will develop conceptual project ideas and strategies that restore local connectivity and strengthen walking, biking, transit, and multimodal travel networks across Orange County.

Caltrans invites members of the public, stakeholders, and any interested individuals to participate in the Reconnecting Our Communities (ROC) survey located HERE. Please provide comments no later than Friday, March 20th.

What We’re Working Toward (Project Goals)
Improve Safety and Access: Identify opportunities to make travel safer and improve access for people walking, biking, rolling, and taking transit, particularly to jobs, schools, transit, and essential destinations.
Reconnect Communities: Reduce transportation barriers created by highways, ramps, and major roadways that divide neighborhoods and limit local connectivity.
Advance Equitable, Implementable Solutions: Focus on communities that have faced transportation barriers and develop feasible, conceptual strategies supported by preliminary cost estimates to inform future funding and implementation.
