Project Pipeline is a performance-based planning program to identify cost-effective solutions to multimodal transportation needs in Virginia. Through this planning process, projects and solutions may be considered for funding through programs, including SMART SCALE, revenue sharing, interstate funding and others.

Background

The focus of this study is to assess the Central Boulevard corridor, between Memorial Drive and Industrial Avenue, and key intersections along the corridor.  The high priority needs identified by VTrans along the corridor include bicycle access, pedestrian access, safety improvements, pedestrian safety improvements and transit access.  Rail on-time performance and transportation demand management were also identified.  Bicycle access was recommended to be eliminated, and transit access was deemed to be adequate for a limited access facility, by the stakeholders during Phase 1.  Additionally, the City indicated that pedestrian access and safety will be enhanced via sidewalk network improvements that will be completed as development occurs along the corridor.

 
The Phase 2 survey is intended to obtain public input on the alternatives under consideration to address the issues that were identified by the study team and through the Phase 1 survey that was conducted in September 2023.  In general, most of the respondents to the Phase 1 survey indicated that they travel through the corridor in a personal vehicle and identified reducing traffic congestion, improving corridor and intersection safety for vehicles and pedestrians, and ensuring proper pavement marking and signage along the study corridor.
