Project Overview

The N.C. Department of Transportation Project proposes to modernize N.C. 89 (West Pine St.) from Toast Rd. (S.R. 1387) to Pine Ridge Rd. (S.R. 1396) and improve the intersection at Pine Ridge Rd. The purpose of the project is to improve mobility and safety through the N.C. 89 corridor for future growth. The need for the project arises from current traffic congestion, safety concerns, and inadequate infrastructure along the N.C. 89 corridor. Addressing these issues is essential to support future growth and ensure efficient and safe mobility for all users.

The proposed typical section is a 2-lane (one lane in each direction) median-divided roadway with paved shoulders and reduced-conflict intersections (RCI). The proposed design speed is 50 mph and there will be partial control of access.

Reduced Conflict Intersections

A reduced conflict intersection – sometimes referred to as a superstreet, a synchronized street or a median U-turn – ​is a general term used to describe several types of designs that can be used to improve safety and traffic flow on a highway. 

There are variations to the designs, but they all function the same by reducing by almost half the number of potential locations, o​​r conflict points, where drivers and pedestrians can collide.

The most common type of reduced conflict intersection design eliminates left turns from side roads onto busy main roads.

Raised medians direct traffic from the side road to turn right. When there is a safe opening in traffic, drivers enter the flow of traffic on the main route. To go the other direction, or cross the highway, they pull into a dedicated lane – typically les​s than 1,000 feet away – ​and make a U-turn.

Partial Control of Access: 

Connections to a roadway is provided via ramps at interchanges, at-grade intersections, and private driveways.

  • Private driveway connections are normally limited to a maximum of one connection per parcel.
  • A control of access fence is placed along the entire length of the roadway, except at intersections and driveways, and at a minimum of 1000 feet beyond the ramp terminals on the minor roadways at interchanges (if possible).
