Project Overview
The N.C. Department of Transportation is proposing to modernize approximately 4.5 miles of New Hope Road from Woodland Church Road to Woodville Road in Perquimans County, near Hertford. The existing New Hope Road facility within the project limits had substandard features such as narrow lanes, shoulders, and ditch widths. In addition, the existing roadway alignment includes curves inconsistent with vehicular speeds on the road. The purpose of this project is to upgrade the roadway in accordance with current design standards and to improve safety and efficiency of the roadway.
Project Highlights
The proposed improvements for this project will include widening lane widths to 11-feet with grass shoulder widths of 4-feet and reconstruction of roadside drainage. Improvements will also realign substandard curves within the corridor in accordance with NCDOT'S Resurfacing, Restoration, and Rehabilitation (R-R-R) Standards. Slight intersection realignments are also proposed at the following intersections with the current design alternative: Woodland Church Road, Gibson Road, and Whitehat Road.
Project History
The Perquimans comprehensive Transportation Plan (CTP) in 2015 identified this facility as a minor thoroughfare needing improvement. In December 2022, NCDOT completed an Express Design Feasibility Study for the project (FS H150642), to begin evaluating potential alternatives and develop an updated cost estimate for the project. Scoping to continue into the planning and design phase began in the Fall of 2024, with preliminary design plans receiving approval in June 2026.
As part of the planning studies for this project, a septic system study is also being conducted. The early stages of the septic system study began in Spring 2025, with additional field work completed in Fall 2025. Several properties throughout the corridor are being reviewed to determine if there is potential for the proposed roadway improvements to have impacts to existing septic systems. The results of this septic system study will be utilized to allow project impacts to be assessed earlier in the project development process, to potentially aid in reducing impacts, and to allow more time within the right of way acquisition process for further coordination regarding the septic system impacts.
