Safer, Stronger Pacific Coast Highway: PCH Climate Adaptation and Resiliency Plan

 

Project Overview

The Caltrans District 12 PCH Climate Change Adaptation and Resiliency Plan (PCH CARP) will develop a comprehensive strategy to address recurring hazards and mounting climate change threats along the Pacific Coast Highway corridor within Orange County. The Plan will identify, prioritize, and develop short- and long-term adaptation concepts in priority areas within the corridor to protect transportation facilities and assets from hazards such as coastal flooding, coastal erosion, and landslides that currently or are projected to threaten the safe, efficient, and reliable use of PCH. The PCH CARP seeks to achieve this and benefit our local coastal communities by:

  • Planning for the future: Identify projects that will make PCH more resilient to coastal flooding, coastal erosion, and landslides.
  • Protecting people and infrastructure: Explore ways to keep PCH safe from flooding so drivers, bus riders, and emergency responders can travel reliably, and coastline and beach access can be maintained for recreational enjoyment.
  • Engaging the public in the process: Provide opportunities for residents, workers, and businesses to share concerns and ideas about solutions.
  • Coordinating across agencies: Bring together cities, counties, and state agencies so solutions work across communities

Project Goals:

  • Maintain present-day functionality of PCH corridor for all users while adapting to changing future conditions and improving safety
  • Preserve and improve public access to the shoreline
  • Uphold and enhance visual character of the corridor
  • Prioritize nature-based adaptation solutions to leverage the protective value of ecosystems
  • Spend taxpayer dollars responsibly

We will also be sharing information through local municipalities, regional agencies, and community organizations to help spread the word and encourage participation.
