Project Overview
The N.C. Department of Transportation proposes to close E. Preston Street (S.R. 2383) at CSX railroad crossing (629950L) near the entrance of the Bailey Feed Mill in Selma. The proposed closure of the crossing will result in the eastern end of E. Preston Street becoming a dead end at Bailey Feed Mill and on the western end of E. Preston Street at CSX, preventing through traffic.
Project Highlights
The project will include the following at the CSX railroad crossing:
- A guardrail
- A turnabout
A turnaround will also be constructed just north of the JCI entrance to provide for vehicular turnaround before entering the Bailey Feed Mill.
Project History
In 2012, NCDOT Rail Division, The Town of Selma, the Bailey Feed Mill and CSX Transportation met to discuss closing the E. Preston Street Rail Crossing. It was decided by the Town Council, at that time, to decline the closure. Over the years, the Bailey Feed Mill operations have expanded. In 2022, the Town of Selma contacted NCDOT Rail Division to request closure of the crossing to mitigate potential safety hazards due to increased truck and rail movements at the facility.

RESOURCES FOR PROPERTY OWNERS
Although the N.C. Department of Transportation works to minimize the number of homes and businesses displaced by a road project, it is inevitable, in many cases, that a certain amount of private property is needed. The following information explains right of way acquisition and answers questions about the process.
