2027-2030 Funding Program (TIP) - Public Comment Draft
Known as the Transportation Improvement Program (TIP) in the federal planning process, the Funding Program details which projects will take place over the next four years and ensures that they fit the budget. These projects come from or are consistent with the Transportation Plan.
Overview
The current 2023–2026 Funding Program is nearing completion, and planning is underway for the next program covering federal fiscal years 2027–2030.
To build the new Program, staff:
- Carried forward active projects that still need funding in 2027–2030
- Reviewed the 2050 Metropolitan Transportation Plan and selected top-ranked projects that could begin design during this period
- Focused on projects that are more cost-effective and easier to deliver
- Updated funding tables based on available resources and input from key partners, including DOT&PF, MOA PM&E, Alaska Railroad, and Public Transportation
Two work sessions in September 2025 (1, 2) with the Technical Advisory Committee (TAC) and Policy Committee (PC) helped refine the project list. Some projects couldn’t be included due to limited funding. These were moved to the Illustrative category, meaning they remain important but are not expected to receive funding until after 2030.
The Funding Program determines which transportation projects move forward in the next four years. These projects affect roads, trails, bus, and safety improvements across the Anchorage area. Your feedback helps ensure funding priorities reflect community needs.
