This STARS (Strategically Targeted Affordable Roadway Solutions) study will assess potential operational and safety conditions for the Ridge Street and W Main Street (US BUS 250)/W Water Street intersection in the City of Charlottesville. The intersection is pivotal for accessing the Downtown Mall, a central commercial area for the City of Charlottesville . The intersection is also known for its confusing layout, making it challenging for users of all modes to navigate. The Annual Average Daily Traffic (AADT) in the vicinity of this intersection ranges from approximately 21,000 to 2,000 vehicles per day (vpd). The Annual Average Daily Traffic (AADT) each road of this intersection are as follows: Ridge McIntire Street – 21,000 vpd, Ridge Street – 21,000 vpd, W Main Street – 11,000 vpd, W Water Street – 8,000 vpd, and W South Street – 2,000 vpd. The study will consider and develop potential safety and operational improvements for vehicular, bicycle, pedestrian and transit users in the study area and develop cost estimates for the preferred alternatives. The study will not set construction dates for any of the alternatives. The purpose of this study is to develop proposed improvements that localities can pursue for funding and consider including in their comprehensive plans.
