STARS Route 221 at Enterprise Drive/Vista Centre Drive
The Route 221 at Enterprise Drive/Vista Centre Drive STARS study is a collaborative effort between the Virginia Department of Transportation (VDOT) and Bedford County to evaluate transportation needs and develop recommendations for the intersection of Route 221 (Forest Road) at Enterprise Drive/Vista Centre Drive. In addition, due to the proximity of the intersection of Enterprise Drive at Homestead Drive/Brook Park Place to the study intersection, it was also included in the study.
The primary objective of this STARS (Strategically Targeted Affordable Roadway Solutions) study is to improve traffic operations and safety at the two intersections. The alternatives proposed in this study for the two intersections are expected to help mitigate the additional traffic generated by planned developments within the study area, which will increase traffic demand and impact operations at both intersections.

For additional background, Forest Road is a four-lane divided roadway classified as a minor arterial with an Average Annual Daily Traffic (AADT) ranging from 26,000 to 29,000 vehicles per day (vpd) as of 2024 and a posted speed limit of 45 mph. Enterprise Drive is a four-lane undivided roadway classified as a minor arterial with an AADT of 18,000 vpd as of 2024 and a posted speed limit of 35 mph. Homestead Drive is a two-lane divided roadway classified as a major collector with an AADT of 6,100 vpd as of 2024 and a posted speed limit of 35 mph.
The study will evaluate existing and future transportation conditions in the study area. VDOT is serving as the project manager for the study with JMT as a consulting partner for developing the study, supporting analysis, and improvement concepts. Final study recommendations will be considered by the County for advancement through state transportation funding programs.
