The County Division of Planning & Development has received application PD 2025-1006 to amend the Emerald Court Planned Development (formerly PD OU-812).
Proposal: Add ±3.11 acres (the Macy’s parcel) to the existing PD at 4465 Poplar Avenue and update outline plan conditions to authorize mixed-use—retail, office, townhomes, structured parking, and public spaces—across 31 acres in East Emerald Valley.
