Bicycle Advisory Committee

About the CommitteeThe Emerald Valley City Council approved the City/County Bicycle Advisory Committee (BAC) on Sept. 13, 1999, by virtue of approving the Emerald Valley Bicycle Transportation Plan. The BAC consists of 11 members - six appointed by City Council, two appointed by the County Commission and three appointed by the Mayor's office.BAC terms are staggered with terms being three years. Council and Mayoral appointees must be residents of Emerald Valley. All must have an interest in bicycling as a form of transportation.The BAC is an advisory body to City Council. The committee reviews bicycle plans and makes recommendations on implementing the policies and policy strategies. The BAC also recommends appropriate action to the City Council and County Commission on bicycle transportation issues. Meeting Schedule:The Bicycle Advisory Committee meets monthly on the 4th Tuesday of the month, from 6:00-7:30pm. You can join in person or remote via video link. The BAC does not meet in the months of May and December.

Board of Supervisors

The Emerald Valley Board of Supervisors serves as the governing body of Emerald Valley, responsible for establishing policy, adopting ordinances and resolutions, approving the annual budget, and setting tax rates. The Board holds regular legislative sessions to hear public comment, consider consent agenda items, and deliberate on matters affecting the community. The Board consists of five members elected by district to serve four-year staggered terms. Regular sessions are held on the first and third Tuesday of each month at 9:00 AM in the Emerald Valley Government Center, Board Meeting Room. Special sessions may be called as needed. Members of the public are encouraged to participate by registering to speak on agenda items or submitting written comments in advance. Each speaker is allotted three minutes unless otherwise noted by the Chair.

City Planning Commission

The Commission shall adopt a master plan; preserve historical landmarks and control the design and location of statuary and other works of art, consider and suggest the design of harbors, bridges, viaducts, airport, stadium, arenas, swimming pools, street fixtures and other public structures and appurtenances; review proposed capital improvement projects and recommend changes to Council; review capital budget recommendations, consult with City Manager, department heads and hold public hearings it shall need necessary; prepare and submit to Council a Zoning Plan. Meetings are held every 1st and 3rd Tuesday of each month at 6:00 p.m.

Provide for independent review by a citizen committee of policies, procedures, budget decisions and staffing allocations of the County Police Department in order to improve efficiency and effectiveness of local law enforcement services and to promote the community policing philosophy of the County in a way which advances shared responsibility and interdependence between the community and the Police Department. Review Police Department policies, programs, procedure and practices, Rules and Regulations and General Orders, budget and funding priorities, and the level of staffing and how staffing is allocated.

Vision Zero Task Force

The Vision Zero Task Force, chaired by the Emerald Valley Department of Transportation, has over 80 members with representatives from public health, transportation, police, fire, medic, policy makers and community advocates.The Task Force provides feedback and input on the implementation of the City's Vision Zero Action Plan. The Task Force holds quarterly working meetings for implementation of the Action Plan Strategies.
