2023-2030 Action Plan Extended to 10 Years
A March 2025 update to the Massachusetts Division of Conservation Services (DCS) Open Space & Recreation Planner's Workbook extends the maximum timeframe for an Open Space & Recreation Plan from seven to ten years. DCS approved Salem's extended 2023-2033 Action Plan on 8/21/2025.

The Commonwealth of Massachusetts' Division of Conservation Services appproved the City Salem's 2023-2030 Open Space & Recreation Plan on January 8, 2024. The final version of the plan is available online here.

Second Open Space & Recreation Plan Public Forum & Comment Period on Draft Report
Join Salem’s Park & Recreation Commission and the Metropolitan Area Planning Council on June 20 for a public community presentation on the updated open space plan! There will be a brief presentation of the draft plan highlights followed by a moderated public discussion.
Draft 1 of 2 of the updated 2023-2030 Salem Open Space & Recreation (OSRP) plan report is available online for a 2-week public comment period (for general public, advisory group members, municipal staff and Park & Recreation Commission).

The City of Salem is updating its 2015-2022 Open Space & Recreation Plan (OSRP). The update will build upon recent related planning initiatives and establish goals and a seven-year action plan to guide the City's decision making for parks, recreation facilities and programming, and related policies. Furthermore, an approved plan is required for the City to maintain eligibility for grants through the Commonwealth's Division of Conservation Services.
The City has hired the Metropolitan Area Planning Council (MAPC) to draft the plan with the support of an advisory group comprised of City staff, elected and appointed officials, and members of the community. The advisory group will guide the plan's development based on existing conditions data and public input elicited through public forums, focus groups, and an online survey. All are encouraged to participate in the process to not only help establish future park and recreation priorities, but to become informed advocates and stewards of our parks and open spaces.
