SMART SCALE is a process that helps Virginia meet its most critical transportation needs using limited tax dollars. It evaluates potential transportation projects based on key factors like how they improve safety, reduce congestion, increase accessibility, contribute to economic development, promote efficient land use, and affect the environment. 

The anticipated benefits are calculated and the projects are scored and ranked based on total benefit points and the requested funding amount. This information is used by the Commonwealth Transportation Board (CTB) to help guide and inform their project selection decisions.

The following survey is intended to collect information about the SMART SCALE program. The data collected will be used to provide feedback to the CTB as it considers policy changes for the next round.
