Project Pipeline is a performance-based planning program to identify cost-effective solutions to multimodal transportation needs in Virginia. Through this planning process, projects and solutions may be considered for funding through programs, including SMART SCALE, revenue sharing, and others.

Background
This study examines Route 7 (Berryville Pike) from Greenwood Road and First Woods Drive to the Frederick County line east of the City of Winchester. This road is being studied because it has numerous needs identified in the statewide transportation plan that focus on traffic safety, roadway capacity, Transportation Demand Management (TDM), transit access, and enhancing pedestrian and bicycle facilities where appropriate. The purpose of this study is to create solutions to address these issues that may be included in funding programs.
This Phase 2 survey is intended to obtain public input on the alternatives under consideration to address the issues that were identified by the study team.
