Minimum Wage Initiative

Adams County is exploring the possibility of establishing a local minimum wage ordinance, as allowed under Colorado House Bill 19-1210. This law permits local governments to set a minimum wage higher than the state’s, provided they follow certain criteria and engage in a transparent, inclusive process.

To better understand the potential impacts of such a policy, the County contracted with Movement Economics to conduct an in-depth study. This analysis evaluated how various minimum wage levels—modeled at 90% and 100% of the Denver minimum wage—could affect worker earnings, employer costs, consumer prices, employment growth, and overall economic activity in Adams County. The study also examined policy enforcement strategies and lessons from other jurisdictions in Colorado that have implemented local wage standards.

The goal of this project is to ensure that any decision related to a local minimum wage is data-informed, equitable, and reflective of the unique economic landscape of Adams County.
