Human Services Transportation | Wasatch Front | Study

Human Services Transportation | Wasatch Front | Study

A coordinated UDOT–UTA study to improve human services transportation in the urbanized area.

Overview

Wasatch Front Study Overview

During the 2025 Legislative Session, the Utah Legislature passed Senate Bill 195 (SB 195) directing the Utah Department of Transportation (UDOT) and the Utah Transit Authority (UTA) to jointly study programs related to human services transportation operating within UTA’s service area. SB 195 focuses on coordinated mobility services, paratransit, nonemergency medical transportation, youth transportation programs excluding school bus transportation, and other similar fare-based or fee-based services delivered by public agencies, nonprofit organizations, and partners.

The legislation requires an evaluation of strategies to consolidate these services to improve efficiency, coordination, and service delivery. SB 195 establishes the policy foundation for a regional assessment of how human services transportation is currently delivered and whether more integrated or shared approaches could better serve people with transportation needs.

To fulfill this purpose, the study includes the following key activities:

  • Engaging transportation providers and stakeholders to ensure that findings and recommendations reflect user needs and operational realities.
  • Assessing current conditions by documenting existing services and updating the inventory of human services transportation providers.
  • Evaluating opportunities for consolidation among human services transportation programs to improve efficiency, reduce duplication, and enhance the overall user experience.

In addition to the Wasatch Front study, UDOT, UTA, and URSTA have partnered to complete a Statewide Transit and Human Services Transportation Study. For more information about this study visit the Statewide Study page.

Interactive Map:

To better understand where the demand for specialized transportation services exists along the Wasatch Front, an interactive map was created.  The map brings together U.S. Census data and locations of key community resources, offering an easy‑to‑understand view of who lives in the region and where services are available.
