Our outreach goal is to understand local priorities, concerns, and values related to coastal erosion, flooding, and the future of State Route 1.

Overview:
The California Department of Transportation (Caltrans) is conducting the Surfers Beach Sea Level Rise Adaptation Feasibility Study to identify both short- and long-term strategies for addressing recurring coastal erosion and flooding along State Route 1 (SR 1) near Surfers Beach. These challenges are being intensified by the effects of climate change, including rising sea levels.
The feasibility study aims to improve coastal resilience in the area by evaluating potential responses to projected sea level rise. As part of this effort, Caltrans will collaborate with local partners to align with existing and ongoing projects and plans.
Caltrans will consider three primary alternatives to be evaluated:
Protect: Maintain the roadway in its current location using a range of strategies, from traditional “grey” infrastructure to nature-based “green” solutions.
Accommodate: Modify the roadway to reduce vulnerability to coastal hazards, acknowledging that some impacts may still occur.
Retreat: Relocate the roadway further inland, away from direct impacts to the coastline.
