North Falls Lake Area Study
The goal of this study is to establish a long-term vision for development patterns within the framework of water resource and land management considerations, and for a multi-modal transportation network in the study area, with a detailed implementation strategy that includes short-term and mid-term recommendations to aid with the implementation of the long-term vision. The study area includes the southern half of Granville County, and the northern Wake and western Franklin Counties near Falls Lake.

What will this study do?
The North Falls Lake Area Study will create a vision for how the community will be built out over the next thirty years, based on a projection of where future homes and businesses will be built, with emphasis on the transportation system needed to support coming residents and jobs.
What areas will the study cover?
The study covers southern Granville County, along with adjacent portions of Wake and Franklin Counties, including Oxford, Stem, Butner, and Creedmoor. A map of the study area is available at the bottom of this page.
Who is leading this study?
The study is being led by the Capital Area Metropolitan Planning Organization (CAMPO), which does transportation planning for the greater Raleigh region, which spans from Apex to Butner to Zebulon. Granville County is a major leader of this study, and the communities of Oxford, Stem, Butner, and Creedmoor are closely involved.
How can my voice be heard?
There will be two phases of public engagement during the study. The first, focused on land use and transportation priorities, which included an online survey that closed on Sunday, October 26, 2025. The next phase of engagement will occur in the spring of 2026, around the study's recommendations.
