Binational Rail Strategy
The Binational Rail Strategy is a planning effort to improve passenger and freight rail connections between California and Baja California. The strategy will explore ways to move people and goods more efficiently while supporting goals to reduce traffic, vehicle miles traveled (VMT), and greenhouse gas (GHG) emissions.

Plan Description:
The Binational Rail Strategy is a long-term plan to improve both passenger and freight rail service between California and Mexico. It will bring together rail projects, policies, and programs to create a more connected and efficient cross-border transportation system.
People and organizations on both sides of the U.S.–Mexico border will be invited to share input during the development of the strategy.
Goals:
- Create a freight and passenger rail system that is more efficient, competitive, fair, and sustainable
- Coordinate rail investments, policies, strategies, and programs across the region
- Support greenhouse gas (GHG) reduction goals
- Improve air quality by reducing impacts from freight rail activity
- Reduce pollution exposure in environmental justice communities
- Reduce vehicle miles traveled (VMT) by passengers and commercial vehicles

Partnerships:
There are many U.S.-Mexico, local, state, and federal agency stakeholders and community groups, all with responsibilities or interests in California-Baja California rail transportation. Our partners include the Project Development Team which leads the day-to-day planning and development of the project, government agencies and private organizations that have direct roles related to rail transportation across the border region, elected officials, economic development organizations, schools and universities, community groups, Tribal Nations, and communities that may be impacted by environmental justice issues or have interest in border transportation.
