Project Location

Improvement #1: US 11 Southbound Ramp Alternatives:

Conventional Signal:

• Signalize the intersection.
• Dedicated right turn lane from the I-81 southbound off ramp onto northbound US 11.
• Yield-controlled channelized right turn onto northbound US 11.
• Dual left turn lane from the I-81 southbound off ramp onto southbound US 11.

Signalizing the intersection would improve traffic operations by allowing vehicles from the I-81 off ramp to enter US 11 more efficiently during peak hours with an expected reduction in delay of 97%.

The signalized intersection is expected to improve safety with an anticipated 35% reduction in all crash types.

A partial median U-turn, as well as a hybrid roundabout were also considered for the intersection. Based on operational analysis and the overall cost of the project, the conventional signal was selected as the preferred alternative.

Median Crossing Closure:

• Close the median crossing at the intersection of US 11 and Fort Bowman Road by removing the existing pavement in the median.
• Convert Fort Bowman Road to a right-in, right-out intersection with a yield controlled right turn onto US 11.
