Project Description and Highlights
NCDOT is beginning a project to enhance the U.S. 13/U.S. 17 and Main Street (U.S. 17 Business)/Willow Drive intersection in Williamston. This area is experiencing increasing traffic volumes and left-turning vehicles
NCDOT is proposing two alternative solutions with the aim of more effectively managing traffic congestion, ensuring safer traffic flows, and reducing the reliance on traffic signals:
Alternative 1 - Reduced Conflict Intersection (RCI) design
Thru and left-turning traffic on U.S. 13/U.S. 17 (the mainline roadway) are unrestricted at the intersection
Thru and left-turning traffic from Main Street / Willow Drive (the minor roadways) onto U.S. 13/17 must use U-turn bulbs
Alternative 2 - Michigan Left Reduced Conflict Intersection Design (ML)
No restrictions on the thru and right-turn movements onto U.S. 13 / U.S. 17 (the mainline roadway)
Left-turning traffic from the mainline and minor roadways to use U-turn bulbs to turn left.
Stop sign controlled thru and right turn movements from Main Street and Willow Drive (the minor roadways) onto U.S. 13/17

What Is a Reduced Conflict Intersection (RCI)?
A reduced conflict intersection is a general term used to describe several types of designs that can be used to improve safety and traffic flow on a highway. There are variations to the designs, but they all function the same by reducing by almost half the number of potential locations, or conflict points, where drivers can collide. Raised medians direct traffic from the side road into turning right. When there is a safe opening in traffic, drivers enter the flow of traffic on the main route. To go the other direction, or cross the highway, they pull into a dedicated lane – typically less than 1,000 feet away – and make a U-turn.
