Project Overview
The N.C. Department of Transportation is proposing to provide access management improvements along U.S. 17 (Hughes Boulevard) from Church Street to U.S. 17 Business (North Road Street) in Elizabeth City.
Improvements proposed include:
- Changing signalized intersections to roundabouts
- Removing left turns from all side streets along the corridor
- Installing a 7-foot 6-inch raised median along the corridor
These improvements are proposed to increase mobility and safety throughout the project corridor.
Typical Section U.S. 17
The typical section for U.S. 17 will consist of two thru-lanes in each direction separated by a 7-foot six-inch raised median and curb and gutter on the outside

An additional roundabout is being proposed with the option of being placed at either Bell Street or Broad Street.
