Project Overview
The N.C. Department of Transportation Project proposes to improve to U.S. 19/23 Bypass (Future I-26) interchange at New Stock Road in Buncombe County. The project proposes replacing both existing bridges over New Stock Road on future I-26, reconfiguring the interchange ramps, and realigning New Stock Road to connect with Weaverville Road across from Leisure Mountain Road and improve traffic flow in the vicinity of New Stock Road, Weaverville Road, and the future I-26 interchange. The project will also replace the Aiken Road bridge over future I-26. All three existing bridges are over 70 years old. This does not imply that the existing bridges are unsafe, but they are nearing the end of their lifecycle and do not meet current interstate standards.
The project will include the following improvements:
- Replace the existing bridges on future I-26 over New Stock Road
- Reconstruct the interchange ramps
- Widen future I-26 to accommodate a future 3rd lane in each direction
- Replace the Aiken Road bridge over future I-26; a 3-mile offsite detour will be used to maintain traffic during construction of the new bridge
- Realign New Stock Road to connect with Weaverville Road across from Leisure Mountain Road
- Realign Blueberry Hill Road to tie into Weaverville Road just north of its existing intersection
- Construct 5-foot sidewalks along both sides of New Stock Road within project limits
- Construct a 5-foot sidewalk on the west side and a 10-foot shared-use path on the east side of Weaverville Road within the project limits
- New Aiken Road bridge will be wide enough for a future sidewalk on the north side of the bridge
The replacement bridges on future I-26 will accommodate a future 6-lane roadway. The existing entrance and exit ramp
configuration (partial clover) to future I-26 at New Stock Road will be removed and new ramps will be constructed to
form a tight diamond interchange.
A 3-mile off-site detour will be in place for approximately 18–24 months while the new Aiken Road bridge is built. A temporary off-site detour via Exit 23 will also be used to facilitate construction of the new southbound and northbound exit ramps. Future I-26, New Stock Road, and Weaverville Road will remain open throughout construction.
