The California Aviation System Plan (CASP) is a statutorily required, statewide planning effort led by Caltrans to guide the long-term development of California’s aviation system. It evaluates system needs, emerging trends, and investment priorities to inform policy, planning, and investment decisions that support a safe, resilient, and accessible aviation network. 

 

What is the CASP?

The California Aviation System Plan (CASP) is a statewide plan that examines how airports across California operate, improve, and serve communities over the long term. The plan looks at the entire aviation system—from large commercial airports to general aviation airports, and other specialized facilities—across both urban and rural regions of the state.

The CASP helps ensure that California’s aviation system is safe, resilient, and well-connected to the broader transportation network, while supporting economic activity and healthy communities. The plan is developed collaboratively by Caltrans in coordination with airport operators, local governments, and a wide range of stakeholders.

As part of this update, Caltrans is gathering public input to better understand community experiences, concerns, and priorities related to aviation. Feedback collected through this portal will help inform statewide aviation policies, system needs, and long-term planning decisions.

The CASP is updated every five years by the Caltrans Division of Aeronautics and is subject to public review before being adopted by the California Transportation Commission.
