Plan Description
Home to millions, California is full of diverse and amazing regions, cities, and neighborhoods full of active families, businesses, schools, and communities. Ensuring accessibility to active transportation options, such as walking and biking, is crucial to fostering a vibrant and healthy California.
A full update of the State Bicycle and Pedestrian Plan (SBPP) is beginning. Key actions throughout the state will be identified to create safer and more complete streets that encourage active transportation. The SBPP encourages bicycle and pedestrian modes of travel while promoting the State’s goals of equity, safety, accessibility, sustainability, modality, preservation, and innovation.
SBPP serves as a foundational document guiding policies and investments that support increased bicycle and pedestrian travel and complement local and regional active transportation plans across the state. This plan is an important element of a statewide goal to provide robust multimodal transportation options to everyone in California.
Plan Coverage Map
The State Bicycle and Pedestrian Plan (SBPP) will cover all 12 Caltrans Districts
The SBPP is one of six modal plans in the California Transportation Plan (CTP). The CTP provides overarching policy framework for transportation in California, while Caltrans modal plans focus on priorities for specific modal components of the statewide transportation system. The CTP and Caltrans’ modal plans are developed on an iterative cycle, continuously informing one another. Unlike the CTP, the modal plans can include specific projects, making them the first step in implementing the CTP’s policies.
