Route 19 access management improvements (Washington County)
Overview
The primary purpose of this project is to improve safety along Route 19 near the intersections of Black Hollow Road and Everett Hagy Road in Washington County. The project includes extending the left turn lane from Route 19 to Black Hollow Road and reconstructing the median crossover at the intersection. The median at the intersection will be modified to allow for right-hand turns only onto Route 19 from Black Hollow Road.
To improve safety, the project will remove the current connection between Everett Hagy Road and Route 19 at the Black Hollow Road intersection and add a cul-de-sac on Everett Hagy Road at this location. The project will modify the median at the Everett Hagy Road connection to allow improved left-turning movements onto Route 19 toward Abingdon.
The project is anticipated to begin the right-of-way phase to acquire any needed easements and/or utility relocations in August 2025. Construction is expected to begin February 2027.
The project cost is approximately $5.78 million, with most of the funding coming from the federal government.
This section of Route 19 carries approximately 18,000 vehicles per day. Everett Hagy Road carries approximately 400 vehicles per day.

A design public hearing will be held Tuesday, December 10, 2024, at 1 Partnership Circle in Abingdon, Virginia. (Southwest Virginia Higher Education Center)
The public comment period closes on December 20, 2024.
