Your Role in the PA Review Process

The Draft PA establishes a framework for phased identification, evaluation, and treatment of historic properties as project design and construction progress. It also outlines procedures for consultation, monitoring, inadvertent discoveries, and ongoing reporting. DOT&PF remains committed to a thoughtful, transparent, and respectful process and appreciates the input of all participants.

Review Process

This public review is being conducted in coordination with, but is separate from, ongoing government-to-government consultation with Tribal entities under Section 106. Tribal draft PA review began in March with coordination continuing as needed. Tribal consultation remains a distinct process and is not replaced by public comment. 

Public comments may be submitted through this Public Input site, an online platform where participants may review project materials and submit comments directly.

PA stands for Programmatic Agreement. This is a document that records the terms and conditions agreed upon to resolve the potential adverse effects of a federal agency program, complex undertaking, or other situations in accordance with 36 CFR 800.14(b).

The public comment period will begin on April 23, 2026, and conclude on May 23, 2026. DOT&PF invites members of the public and interested organizations to review the Draft PA and provide comments during this period.
