2023-2026 Transportation Improvement Program and 2045 Long Range Transportation Plan
This site is dedicated to the collection of comments and questions regarding the Draft 2023-2026 Transportation Improvement Program (TIP) and updated 2045 Long Range Transportation Plan (Plan). There are two sections to the survey below. The first section is to collect comments on the TIP while the second is to collect comments on the Long Range Transportation Plan.
2023-2026 Transportation Improvement Program
The Transportation Improvement Program (TIP) is a short-range program of regional transportation projects scheduled for construction or implementation in the Metropolitan Planning Organization (MPO) area over a period of four succeeding Federal fiscal years (FY 2023, 2024, 2025, and 2026 in this instance). It is prepared by the MPO in cooperation with local governments, regional transit agencies, and the New Hampshire Department of Transportation (NHDOT). The projects identified are prioritized by year and have been selected for funding as jointly agreed upon by the MPO and the NHDOT. The TIP is the enactment of the Long Range Transportation Plan (a 20 year document) vision, goals, and objectives, and the development and construction of those projects in the State Ten Year Plan that are ready for implementation. The document establishes a fiscally constrained list of projects to be implemented by mode, funding source, and geographic area, as well as identifies improvements which will aid in enhancing the performance of the transportation system in regards to condition, safety, and congestion. As part of the TIP development process, the MPO must undertake a 30 day public comment period and hold a hearing at which interested members of the public can provide input regarding the content of the document. The following dates have been set:
January 6, 2023 - Start of MPO 30 Day Comment Period
January 26, 2023 - Transportation Advisory Committee Review
February 7, 2023 - End of MPO 30 Day Comment Period
February 8, 2023 - Public Hearing to discuss the 2023-2026 Transportation Improvement Program & 2045 Plan Update
Public Hearing regarding the Draft 2023-2026 TIP will be held on Wednesday February 8, 2023 at 7:00 PM
Meeting will be held at the Stratham Town Offices (10 Bunker Hill Avenue, Stratham)
Virtual meeting via Zoom (link to come). In addition, the meeting will be streamed on the RPC YouTube webpage.
The MPO will meet after the close of the public hearing on February 8, 2023 to review and approve the 2023-2026 TIP.

Regional Projects
The funding allocated to regional projects included in the TIP for implementation is summarized in Figure 12 and each of the projects are listed individually in Figure 14. Projects are sorted by community/location and project numbers and represent all projects that are either federally funded or are considered regionally significant and thus require federal action as part of the TIP approval. Figure 13 includes all individually listed projects in the region with the exception of the FTA funding for the regional transit agencies. Each of these agencies (MTA and COAST) show a single project for each of their FTA funding allocations. Further details on the transit projects are include in in Section 7.4 and the accompanying figures in the TIP. The project details incorporated into Figure 14 include project name and number, location, general scope, programmed cost by phase and year inflated to year of construction costs for each year after 2023. Total costs for each project are also shown and this includes costs accrued for the years before and that may be programmed after the TIP timeframe.

Statewide Programs
Federal regulations allow projects that are exempt from air quality conformity analysis to be grouped together as single project listings in the TIP. Project types that can be grouped include pavement resurfacing projects, safety projects, and bridge rehabilitation projects. In New Hampshire, this has been put into practice in the TIP and MPO Long Range Plans listings as “Statewide Programs” and there are currently 42 of these totaling about $540 million in funding during the four years as summarized in Figure 13. Figure 15 provides the details for the statewide programs incorporating the same data as the regional projects in Figure 14. The project details include project name and number, location, general scope, programmed cost by phase and year inflated to year of construction costs for each year after 2021. Total costs for each project are also shown and this includes costs accrued for the years before and that may be programmed after the TIP timeframe.
