Hello, Wonderful Pinole Residents!
June is here, bringing with it the warmth of summer and a host of community events that make our city shine! I’m thrilled to share some highlights and updates with you all as we embrace this vibrant season.
Thank you to everyone who joined us for Coffee with the City Manager on June 6th. It is always a joy to hear from residents and retail owners, answer your questions, and share a cup of coffee. We’re already planning our next session for this fall! Also thank you to all who celebrated with us at the Pride and Juneteenth event on June 9th. It was a great turnout, and your presence made it unforgettable!
Bring your appetite for food and fun on June 22nd! Kick off the day with the Pinole Car Show Pancake Breakfast from 7:00 AM to 10:00 AM at the Pinole Senior Center. Grab your tickets in advance at www.pinolerec.com or purchase them on-site. Then, from 7:00 AM to 3:00 PM, the Annual Car Show will be happening in the old town area.
Mark your calendars and get ready to bring the family to enjoy our Friday night summer movies in the park lineup. Moana 2 will be on July 18, the Wizard of Oz on August 1st, and Inside Out 2 on August 15.
I’m excited to share that we are launching our first "Pinole Citizen Academy" program! It is a free three-session interactive program that provides insight to City services and operations and offers opportunities for civic engagement in the City. You can sign up for the citizens academy here.
Our new “Business Spotlight” segment is live! Each edition will highlight both new and longtime Pinole businesses, celebrating the entrepreneurs who make our city thrive. We invite our business owners to fill out the survey and share their insights to help us showcase the heart of our local economy.

The City of Pinole is excited to launch it's First Pinole Citizen’s Academy to educate and engage Pinole residents in City operations, services, and volunteer opportunities! HIGHLIGHTS
At its June 17 meeting, the Pinole City Council approved the installation of two memorials honoring the late Robert Walker Jr., who dedicated 45 years of service as a Public Works Maintenance Worker and was the City’s longest-serving employee. Recognized for his commitment and deep ties to the community, Mr. Walker will be commemorated with a memorial sign on the Public Works Corporation Yard building and a redwood plaque near Pinole Valley Park. These tributes reflect the City’s appreciation for his enduring legacy and were approved under the City’s Memorial Policy.

The Pinole City Council adopted the FY 2025–26 Operating Budget, the five-year Capital Improvement Plan (CIP), and an amendment to the City's General Reserve Policy. The approved budget maintains core services and community programs while aligning expenditures with projected revenues. The CIP outlines major infrastructure priorities, including streets, parks, storm drains, and public facilities, using a structured evaluation system to guide funding decisions over the next five years.
The Council updated the General Reserve Policy to strengthen the City’s fiscal stability. The revised policy increases minimum reserve targets to better prepare for economic uncertainties and future capital needs, aligning with best practices in municipal finance. These actions ensure continued investment in essential services and long-term financial sustainability.

The City Council expressed strong support for the direction of the strategy, praising its potential to strengthen community engagement and civic participation.

Founded by a dancer raised in her family’s El Cerrito studio, their legacy has propelled former students to shine on cruise ships, at Disney, and in professional dance companies. PINOLE CLASSIC CAR SHOW IS SUNDAY, JUNE 22
Hundreds of classic cars will be on display in downtown Pinole and Fernandez Park this Sunday, June 22 from 9am-2pm. There will be fun for car enthusiasts and people of all ages including vendors, food, music, and more. Be sure to stop by the Pinole Police Department and Pinole Community Television (PCTV) at their booths, and visit the EV car display!
IMPORTANT REMINDERS FOR THE CAR SHOW:
- San Pablo Avenue will be closed to traffic between Tennent Avenue and Old Pinole Valley Road from 5:30am to approximately 4pm. Detours will be in effect. Please abide by all signage and detours.
- DO NOT PARK on San Pablo Avenue on Sunday morning. Street closures will take place early.
- Pear and Plum Streets will be closed off at Fernandez Avenue at 5:45am to allow church access for parking during church services.
- Be respectful of nearby residences and neighbors. Do not block their driveways, leave trash, or impede on their properties.
- Alcohol consumption in public streets and/or in open view is NOT allowed in the City of Pinole (Chapter 9.08.020). Please consume alcohol responsibly in designated areas only.

RED CURB PAINTING ENHANCES PEDESTRIAN VISIBILITY AT CROSSWALKS
Public Works crews have completed curb painting at over 18 intersections throughout Pinole to enhance pedestrian visibility and safety in alignment with the state’s Daylighting Law, which requires the clearing of visual obstructions (parked cars) near crosswalks. These improvements support safer crossings by increasing visibility between drivers and pedestrians. The formal adoption of the Daylighting Law ordinance is scheduled for the July 1st City Council meeting. Curbs have been painted red at the following high pedestrian traffic locations to help drivers be aware of the parking restrictions near marked and unmarked crosswalks:

COMMUNITY CELEBRATED PRIDE AND JUNETEENTH AT THE PARK
The community came together for an unforgettable day of joy, unity, and celebration at the Pinole Pride & Juneteenth event! Families and friends enjoyed vibrant kids' activities like bubbles and arts and crafts, while the incredible band Luv Bomb lit up the stage with high-energy live music that had the crowd dancing all afternoon. The celebration highlighted the shared themes of Juneteenth and Pride—freedom, resilience, and the ongoing fight for equality—creating a powerful and uplifting atmosphere. It was a truly positive day that brought the community closer together in a spirit of love and inclusion.

KNOW YOUR RIGHTS: RESOURCES AVAILABLE AT CITY HALL
The Pinole City Council has adopted a resolution reaffirming the City's commitment to protecting immigrant and other vulnerable communities, defending civil rights, and upholding constitutional values for all residents, workers, and visitors. As part of this commitment, “Know Your Rights” red cards are now available in English at City Hall and other public facilities throughout Pinole. These cards provide vital information to help individuals understand and exercise their legal rights, particularly in encounters with immigration authorities. Additional copies will be made available soon in Spanish, Vietnamese, and Tagalog as professional translation services are completed. More information about Stand Together Contra Costa and other available resources can be found on the City’s website under the Community Resources section.

UPCOMING SPEED LIMIT REDUCTIONS
In an effort to improve traffic safety in Pinole, new reduced speed limits are being rolled out this summer on selected roads in Pinole, including Pinole Valley Road and San Pablo Avenue. An education campaign began on June 1 to inform the public through social media and other outreach. Once new speed limit signs are posted in early July, officers will begin issuing warnings to drivers to help raise awareness. Full enforcement of the new speed limits will begin on August 1. The Pinole Police Department will delay issuing warnings until the signage is in place, with installation scheduled to happen quickly at the start of July.

AVIS WAY CLOSURE SCHEDULED FOR JUNE 24
Avis Way will be closed to all traffic on Tuesday, June 24, 2025, from 7:00 AM to 5:00 PM to allow for essential utility pole replacement. Local residents may experience delays of up to 20 minutes when accessing their properties. Emergency vehicle access will be maintained, and there will be no impact to public transit service. Minor delays are expected in the surrounding areas due to ongoing construction. Please follow all posted signs, cones, and detour routes, and use caution around crews and equipment. The Community Warning System (CWS) is the all-hazard public warning notification system for Contra Costa County. You can also receive alerts from the CWS through the City of Pinole mobile app.
LIMITED-TIME REBATES: RELAUNCH OF THE PINOLE ENERGY ENHANCEMENT REBATE PROGRAM
The City of Pinole is excited to announce the relaunch of the Pinole Energy Enhancement Rebate Program (PEER)! Recent changes in regional rebates mean we've restructured the program to keep offering you substantial savings on energy-efficient home upgrades. Get up to $3,000 in rebates on improvements like heat pump water heaters, HVAC systems, induction stovetops, insulation, and more. These upgrades help you lower energy costs, improve home comfort, and contribute to a more sustainable community. Car Show Pancake Breakfast
Enjoy a wonderful breakfast on Sunday, June 22nd from 7 - 10 am at the Senior Center (2500 Charles Ave.) for a Pancake Breakfast. Kick off the Pinole Car Show with a delicious breakfast which includes pancakes, scrambled eggs, sausage, bacon, orange juice, and coffee. Tickets for a Pancake Breakfast are $12 and can be purchased on the day of the event or in advance at www.pinolerec.com.
July 4th Celebration
Celebrate Independence Day with an evening of festivities at Pinole Valley High School (2900 Pinole Valley Rd.) on Friday, July 4th, from 6:30 to 9:30 pm. FOOD BANK DISTRIBUTION
The Food Bank of Contra Costa and Solano County will be providing free bags of fresh produce. The next drive-thru distribution is Monday, July 14, from 9 – 10am (or as long as supplies last) at the Pinole Senior Center. For those that arrive on time, will receive one bag per household. SENIOR FOOD PROGRAM
The Senior Center partners with the Food Bank of Contra Costa and Solano County to offer the Senior Food Program. Low-income senior citizens ages 55+ to receive free groceries, including healthy pantry staples, eggs, cheese, and assorted meats twice a month. The program is available for Pinole senior residents only. This program takes place every second and fourth Tuesday of the month. The next distribution will be on Tuesday, June 24, from 10 - 11 am. Individuals interested in the program must complete the Senior Food Program Application. Applications are available at the Senior Center and can also be found on the Pinole Senior Center website: www.pinole.gov/seniors.
