The City of Asheville continues to make strides in infrastructure in recovery efforts alongside implementation of bond projects and capital projects. Since the last infrastructure update in January 2025, City staff has focused resources on damage inventory and inspection activities associated with the FEMA Public Assistance Program, which will be the main source of funding for rebuilding City-owned infrastructure.

City of Asheville initiates process to rebuild storm-damaged French Broad Riverfront parks system
The City of Asheville is taking a significant step forward in its infrastructure recovery efforts by posting a Request for Qualifications (RFQ) for design services to rebuild the parks system on the French Broad River. This milestone marks the beginning of a design plan to restore damaged City assets along the French Broad Riverfront parks system and establish a new vision for a more resilient and accessible riverfront.

City of Asheville initiates storm recovery Request for Qualifications for design team to restore Municipal Golf Course
As the City secures funding for overall storm recovery, it’s important to begin rebuilding where possible. The Municipal Golf Course is a designated historic site operated through a public-private partnership and is a unique asset that will generally be restored to its pre-storm condition, with the exception of incorporating resiliency and mitigation measures.

Asheville City Council approves CDBG-DR Action Plan for submission to HUD
The Action Plan is the first step in the process to access $225,010,000 allocated by HUD on January 16, 2025, following a December 2024 Congressional appropriation. The primary purpose of the CDBG-DR Action Plan is to estimate the City’s unmet needs from Tropical Storm Helene and to describe how the City intends to use CDBG-DR funding to address those needs.

Bus Stops along Swannanoa River Road to resume service on May 4, 2025
This service restoration comes after the North Carolina Department of Transportation (NCDOT) completed repairs and officially reopened Swannanoa River Road. With the roadway now accessible, Asheville Rides Transit (ART) is ready to fully reintegrate these bus stops into its route network again.
