Study Area

The project study area, developed to address the Purpose and Need for the Proposed Airport Parkway, is shown in the image below.

The study area boundary was created to accommodate potential alternative corridors located along both the western and eastern sides of the Mid-Carolina Regional Airport, as well as to accommodate existing roads that could be utilized for improvements.

Project Overview

Planning and development are underway on a proposed road in Salisbury that would stretch from U.S. 70/U.S. 601 (Jake Alexander Boulevard) near Brenner Avenue to the Cedar Springs Road/U.S. 29/Peeler Road intersection.

Known as Airport Parkway, this four-mile road will help improve traffic flow, safety and provide better access to southwest Salisbury, I-85 and the Mid-Carolina Regional Airport. ​Airport Parkway will also provide better transportation options for those living and working in the area by providing pedestrian and bicycle accommodations. 

Project Highlights

The proposed Airport Parkway project by the N.C. Department of Transportation includes building a two-lane road, near Mid-Carolina Regional Airport, between Jake Alexander Boulevard and Cedar Springs Road/Peeler Road at U.S. 29.

​​Eight Detailed Study Alternatives have been identified as described and shown on the Alternatives tab for further evaluation. NCDOT is currently conducting environmental, design, and traffic studies for each of the detailed study alternatives. Environmental studies are scheduled to be completed in 2026. 

Project Purpose and Need

The purpose of the proposed action is to improve roadway network connectivity between Jake Alexander Boulevard (US 70/US 601) and Cedar Springs Road/Peeler Road within the proposed study area, thereby providing improved access to the Mid-Carolina Regional Airport and surrounding residential and commercial development.

Factors contributing to the need of the project include:

• Lack of connectivity on the roadway network in the proposed study area.

• Poor access to the Mid-Carolina Regional Airport and surrounding development.

• Poor intersection level-of-service along the roadway network within the proposed study area, including Jake Alexander Boulevard (U.S. 70/U.S. 601), U.S. 29 (S. Main Street), and N.C. 150.   

Level of Service (LOS) refers to the relationship of travel demand (vehicles on the roadway) to the roadway's capacity. Six levels of service identify the range of possible conditions.  Designations range from LOS A which represents the best operating conditions (free flowing traffic) to LOS D which represents the worst operating conditions (gridlock).

Project History

The N.C. Department of Transportation first completed a feasibility study for the proposed Airport Parkway project in 1998. The project was then included in the CRMPO 2050 Metropolitan Transportation Plan (March 2022) and the City of Salisbury Forward 2040 Comprehensive Plan (February 2023). The project is listed in the​​ NCDOT State ​Transportation Improvement Program​ as Project No. U-5901. ​

Preliminary engineering activities for this project resumed in 2023. Project Alternatives are being evaluated to identify the Least Environmentally Damaging and Practicable Alternative (LEDPA) to carry forward to final design.
